I have no idea, but wouldn't mind learning a thing or 2 and writing it myself or adjusting an existing script. When transmission finishes a torrent it passes the following environmental variables to the done script. With those vars you can do whatever you want either by bash shell, php, or using the transmission api using transmission-remote binary.

Standard mode that downloads independently of daemon and mode in which it serves as gui for daemon which does all the downloading. I never liked the way it handles daemonised torrenting used rtorrent and deluge before , so decided to try some other front-end for transmission-cli. I have cofigured daemon as described on wiki systemd with my user and I'm connecting to it using transmission-remote-gtk from aur.
Everything works perfectly this way.
