Does ps4 download disk

When I go to download RDR2. I insert the Data disc.. I have read other options on how to fix this issues and it is not working. I have hard reset my PS4, I have unplugged my router, I have just put in rest mode. The thing is, is when I go to try to pause my download and restart because I read that to. It doesn't even say its acknowledging the download in the downloads section. When I click on it it just pops up and goes back to normal. So if anyone can understand this and know the issues.
